Initiated in 1951, China New Era International Engineering Corporation has moved for altogether three times (Harbin-Shenyang-Xian) and changed its names for fourteen times ever since its establishment from Design Institute of Northeast China Electrical & Industrial Bureau set up in May, 1951, to First Machinery Department N0. 8 Design Institute in May 1958 with a branch in Shenyang, sub-design institute in Xian and later branch in Xian, to First Machinery Department N0. 7 Design & Research Institute in June, 1981, and then to Machinery Department Seventh Design Research Institute in May, 1993.

    In October, 2000, the Institute, in light of the document of Guobanfa [2000] No. 71 issued by the State Council, with its system transformed to science and technology-oriented, had come to the leadership of the Central Committee. Meanwhile, such institutes as Machinery Department No2 Survey and Research Institute, Shenzhen Design & Research Institute and No. 8 Design & Research Institute were also absorbed by it. And in June, 2001, it was, approved by the State Administration for Industry and Commerce, once again, changed to CNMA General Institute for Consultation & Design.

    In July, 2004, CNMA General Institute for Consultation & Design, in accordance with the document of Guozigaige [2004] No. 552 approved by the State-owned Assets Supervision and Administration Commission of the State Council, was merged with China New Era Group Corporation. In August, 2004, CNMA General Institute for Consultation & Design, approved by the document of (State) Mingchenbianheneizi [2004] No. 431issued by the State Administration for Industry and Commerce, renamed itself China New Era International Engineering Corporation.
